What is ECO

The Energy Company Obligation (ECO) is a government energy efficiency scheme in Great Britain to help reduce carbon emissions and tackle fuel poverty. The Government scheme helps families who are on low incomes and in receipt of government benefits to reduce their energy bills. If you meet the criteria you could get a free grant towards your home.

If you’re eligible, the ECO government insulation scheme may provide funding towards insulation for your home. You won’t get a cash payout, but you may get free insulation or a new boiler, or a significant contribution towards it that will help to keep your home warm and cut your energy bills.


Under ECO, medium and larger energy suppliers fund the installation of energy efficiency measures in British households. Each obligated supplier has an overall target based on its share of the domestic energy market in Britain. The obligated energy suppliers work with installers to introduce certain efficiency measures into your home, such as loft or wall insulation, or heating measures.

You could be eligible for ECO if you receive one of the listed benefits (below) and your home has an energy efficiency rating of D, E, F or G. Note: Local authorities are also able to refer residents for support under the ECO Flex scheme, where grants are made available to target low-income households who are unlikely to be on the ECO4 qualifying listed benefits.


What Eco Schemes are available and do I qualify?

ECO 3

To qualify for home improvements you must claim one of the following listed benefits and your home has an  Energy Performance Certificate (EPC) rating of D, E, F or G:

  • Income-Based JSA
  • Income Support
  • Guarantee Pension Credit
  • Working Tax Credits


  • Universal Credit
  • Disability Living Allowance
  • Personal Independence Payment
  • Attendance Allowance
  • Carer’s Allowance
  • Severe Disablement Allowance
  • Industrial Injuries Disablement benefits


ECO 4

You can qualify if your total household income is under £31,000 or you claim a listed benefit

Great British Insulation Scheme (GBIS)

You qualify If your home has an energy performance certificate (EPC) rating of D, E,F or G and a council tax band of A, B, C, D or E. 

It's estimated that 80% of Welsh homes meet this criteria!
